Muscatine (Iowa) Journal publisher Bob Blackman will retire Sept. 30. Again.
In August 2009, Blackman, then publisher of the Columbus (Neb.) Telegraph, retired. He became publisher of the Muscatine paper on Oct. 12, 2009.
